Air National Guard Units QUALITY ASSURANCE ANALYST in Port Hueneme, California

Summary This QUALITY ASSURANCE ANALYST position, is located in the Air National Guard (ANG), Comptroller office and is part of the CA 146 AW. This is an open until filled announcement. Responsibilities THIS IS A T32 EXCEPTED SERVICE, PERMANENT POSITION. The primary purpose of the QUALITY ASSURANCE ANALYST, GS-0501-11, is to plan, coordinate, and perform comprehensive reviews, special studies and selective internal examinations of base level financial management programs. May make additional selections within 90 days of eligible(s) issuance. Requirements Conditions of Employment CALIFORNIA NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in the California National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Military technicians must be assigned to a military position in the same unit which they are employed or, in a unit that is supported by the employing activity. Military technicians must hold the military grade specified for the position. Priority Areas(s) of Consideration: Priority consideration is first given to the areas below. AREA I= Current California National Guard employees who are serving on a Permanent/Indefinite/Temporary appointment. AREA II= Current California National Guard members. AREA III= Current military members of the Air Force/Army National Guard, Air Force/Army Reserve or Air Force/Army Active Duty. (Applicants who are currently in other Air/Army branches and NOT currently a member of the California National Guard (CNG) must become a member of a compatible unit of assignment within the Air Force CNG commensurate with the military grade listed in this announcement prior to federal assignment). Military Grades: E-1 through E-7 Recruitment/Relocation Recruitment/Relocation Incentive IS NOT authorized. PCS Relocation Costs MAY BE authorized subject to provisions of the Joint Travel Regulation, funding, and an agency determination that a Permanent Change of Station (PCS) move is in the Government's best interest. Must maintain appropriate level of security clearance. Must wear appropriate military uniform including required grooming standards. Must maintain a compatible military unit, grade and job assignment as required by current directives. Participation in direct deposit is mandatory. Security Clearance: at a minimum a National Agency Check is required. Qualifications General Experience: Must possess experience providing pay services that include the examination, analysis, presentation, and interpretation of pay entitlements to Soldiers, Civilians, and Vendors; Reviewing and analyzing pay accounts and knowledgeable of tax issues involving legislative rulings; or pay allowances and entitlements, or incentive and bonus pay circumstances; the capabilities to identify system concerns and the skills to analyze and recommend corrective actions to resolve discrepancies within the financial systems. QUALITY ASSURANCE ANALYST, GS-0501-11: Must have at least 12 months of finance program experiences and competencies that provided knowledge of financial principles and procedures; A working knowledge on planning, coordinating, and performing comprehensive reviews, special studies and selective internal examinations of base level financial management programs; Skilled in performing administrative oversight of the Quality Assurance (QA) Program; Skilled in examining the effectiveness of procedures and determining if supervisors are recording quality data upon which accurate management conclusions and decisions are based; Skilled in researching, developing, modifying, and maintaining qualitative standards used to evaluate and monitor performance indicators; Competent in providing technical internal control advice on military pay, civilian pay, travel pay, disbursing and collection, accounting, vendor and contract pay, budget, and systems administration. Your qualifications will be evaluated on the following competencies: Attention to Detail Customer Service Financial Management Analysis Fundamentals & Operations of Finance Education Must have a completed undergraduate or graduate education, the awarded college degree should be in one of, or a combination of the following disciplines: accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management. When there is a positive education or certification requirement, or you are using education to qualify as a substitution for experience, copies of transcripts (unofficial) and/or certificates are required at the time of application to verify that you meet the educational/certification requirement or substitution.
