SUMMARY DESCRIPTION Under general supervision, perform a variety of skilled work in the installation, maintenance, and repair of electrical systems and equipment at various City-owned and operated facilities; and perform related work as required.

DISTINGUISHING CHARACTERISTICS This classification performs the full journey level skilled work in the installation, maintenance, and repair of electrical systems and equipment expected of a qualified electrician. Incumbents will be expected to work independently in installing and maintaining electrical systems and equipment.

REPORTS TO Public Works Supervisor or designee.

CLASSIFICATIONS SUPERVISED This is not a supervisory classification.

Examples of Duties

REPRESENTATIVE DUTIES The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

  1. Perform highly skilled major and minor electrical and electronic installation, repair, service, and maintenance work on a variety of electrical installations, systems, pumps and other equipment in treatment plants and lift station equipment and related components; work under the appropriate applicable provision of the electrical code, approved plans and specifications and standard industry practice.
  2. Calibrate, troubleshoot, modify, and repair programmable logic controller (PLC) hardware and software, instrumentation, and control systems.
  3. Inspect, repair, and replace electrical motors, motor control centers, and variable frequency drive systems; install, repair, and replace conduit, wire, pull boxes, switchboards, outlets, lighting fixtures, building and perimeter lighting, switches, ballasts, and distribution panels; and lay conduit.
  4. Repair, replace, and maintain electrical parts and components, including traffic signal controllers, generators, circuit breakers, transformers, control panels, PLCs, alarms, pumps, and various other electrical equipment.
  5. Troubleshoot and overhaul defective electrical and electronic components.
  6. Read blueprints, schematics and electrical diagrams and PLC ladder logic; review project documents and plans for new construction.
  7. Carry out preventative maintenance programs; install, repair, modify, test, troubleshoot, calibrate, and perform preventative and predictive maintenance on a variety of industrial electrical and electronic systems, components, and devices associated with municipal water and wastewater systems; plan and lay out maintenance and repair projects; and make recommendations to improve efficiency and cost effectiveness.
  8. Perform routine welding related to electrical repair work as needed.
  9. Maintain records of repairs and maintenance work performed.
  10. Inspect switch gears transformers, relays, electronic control systems and electrical systems equipment and a variety of other types of electro-mechanical equipment to verify proper operations and identify maintenance and repair requirements; perform non-routine repairs and maintenance on electrical, and mechanical treatment plant equipment.
  11. Safely operate a variety of hand and power tools, specialized electrical testing and calibration equipment, and materials used in skilled electrical and mechanical work on municipal facilities, stations, sites, and pumps and motors.
  12. Perform special projects as assigned including installing and troubleshooting electrical issues for other departments.
  13. Order and maintain inventory of required parts and components, supplies, and materials.
  14. Perform standby maintenance duties as assigned.
  15. Train and supervise subordinate employees in the installation, maintenance and repair of electrical systems and equipment.
  16. Perform related duties as required.
Typical Qualifications

QUALIFICATIONS The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of: Operational characteristics of electrical systems and internal components. Principles, practices, techniques, tools, and materials used in the installation, maintenance and repair of mechanical, electrical, and/or electronic systems and equipment. Principles and practices of electrical codes and related ordinances and regulations. Operation and electrical maintenance requirements of wastewater treatment plant and lift station equipment and motors. Principles of electrical theory as applied to electronic circuitry, electrical circuits and wiring systems. Safety precautions related to working with electrical, electronic, and mechanical equipment. Principles and practices of electronics and instrumentation including in the configuration of instrumentation. Principles and practices of PLC ladder logic. Principles and methods of preventative maintenance programs. Operating characteristics and application of electrical, electronic, calibration, and test equipment. Methods and techniques of troubleshooting and calibrating electric and electronic systems and components. Instrumentation equipment and precision tools. Precautions necessary for working with high voltage. Blueprint and symbol identification. Basic principles of mathematics. Principles and procedures of record keeping. Occupational hazards and standard safety practices. Pertinent Federal, State and local codes, laws and regulations.

Ability to: Perform a wide scope of assignments in electrical, electronic, control PLC system problem identification, maintenance, installation, and repairs. Diagnose and locate electrical, electronic, and PLC problems and determine effective courses of action for proper repair. Perform skilled repairs to electrical equipment. Read and follow electrical plans, specifications, schematics and diagrams. Perform routine welding and fabrication related to electrical repair work. Understand and follow oral and written instructions. Train and supervise subordinate employees. Maintain records of repairs and maintenance work performed. Properly and safely operate a variety of tools, equipment, and specialized testing equipment in the maintenance, testing, and repair of electrical equipment, electronic components and controller systems. Learn and operate support equipment. Perform inspections on municipal facilities, pump stations, lift stations and sites. Handle a variety of tasks with minimum supervision. Perform accurate mathematical calculations. Perform assigned work in accordance with appropriate safety practices and regulations. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work.
