Job Overview

The Government Accounting Compliance Manager is responsible for day-to-day coordination of regulatory audit requests and external financial statement audit requests. The Government Accounting Compliance Manager establishes proper procedures and oversight to ensure compliance with Generally Accepted Accounting Principles (GAAP), as well as other regulatory requirements mandated by the Federal Acquisition Regulation (FAR), Cost Accounting Standards (CAS), Defense Contract Audit Agency (DCAA), and Defense Contract Management Agency (DCMA). The Manager will interpret technical accounting literature and lead accounting department managers through implementation of the same.

This position has a hybrid workschedule.

Responsibilities

Essential Duties and Job Functions:

  • Assists the Director of Financial Accounting with audit-related requests for the Annual year-end external audit, as well as DCAA/DCMA and other government agency audits, such as for Incurred Cost, CAS, Timekeeping, Post Award, and Provisional/Retroactive Billing Rates.
  • Assists the Director of Financial Accounting in ensuring timely and accurate annual Incurred Cost Submissions for CGS and Subsidiaries.
  • Calculate the CGS and Subsidiaries Indirect Rates to include GandA, Overhead, and Fringe Rates.
  • Monitor CGS and Subsidiaries Indirect Rates.
  • Calculate Indirect Rates for BD/Proposal Submissions.
  • Calculate Provisional Billing Rates.
  • Calculate the CGS and Subsidiaries Five (5) year Rate Projections.
  • Manage the preparation and distribution of internal financial statements and reports, ensuring quality, reliability, and accuracy.
  • Confirm entries, transactions, and accounts are accurately, and properly consolidated and are included in the financial statements.
  • Responsible for providing direction, leadership, and support to the Project Analyst.
  • Develop and maintain the integrity of the financial reporting process and financial controls.
  • Develop, coordinate, and update written policies and procedures relating to the financial reporting process.
  • Maintain and strengthen internal controls over financial reporting to safeguard Chugach financial assets.
  • Prepare special, ad-hoc analyses for the CGS, LLC President, Vice President of Finance, and other members of Executive and Senior Management.
  • Make recommendations for continuous process improvements to maximize efficiency in financial reporting and operations.
  • Work in a constant state of alertness and in a safe manner.
  • Perform related work as assigned.
  • Supervise the Project Analyst.

Job Requirements

Mandatory:

  • Bachelor's degree in ccounting or another related field.
  • Minimum of five (5) years of general or Federal Government Contracting cost accounting or a combination of the two.
  • Experience with DCAA/DCMA Audits, Incurred Cost Submissions.
  • Two years of direct supervisory experience.
  • Proven increasingly responsible finance and team leadership in a technically demanding environment.
  • Operational experience within a company having multiple locations, subsidiaries, and line of business.
  • Extensive knowledge of GAAP, internal controls, and compliance.
  • Knowledge and/or experience of FAR, internal controls, and compliance.
  • Advanced skills in Excel and PowerPoint.
